How To Create A Layout Position Under The Component (inside Left & Right Positions)

Helix Ulimate 2.1.0. I would like to include a layout position immediately under the component area, so that the Left or Right columns can continue beside it. That is, not in a new 100% row.

Is this possible, and if so, how?
