Yes you are correct, I solved the issue myself. I didnt had to do with your software, but with the PHP.ini settings, sorry for that.
The solution was the following, maybe it would be for other users with the same issue also the solution:
- Confirm that the PHP cURL extension is installed and enabled for the PHP version my site is using.
- Ensure cURL is compiled with HTTPS support (OpenSSL) and that https is listed under cURL protocols.
- Verify that outbound HTTPS connections to update.joomla.org on port 443 are allowed from the server.
- Confirm that the OpenSSL library is up to date (TLS 1.2+).
I found the solution when I wanted to support the native Joomla multi language possibilities and adding the additional language didnt work.
