Trying To Understand Dynamic Content Reference Fields For Categories And Subcategories

I have a main collection EVENTS and I want to add CATEGORY and SUBCATEGORY fields where on the EVENT's Index Page, there is a filter with a drop down for CATEGORY and SUBCATEGORY.
When you choose CATEGORY, only the SUBCATEGORIES pertaining to the CATEGORY are available, like a funnel.
What are the steps for creating the CATEGORY and SUBCATEGORIES so they are linked to each other?
