Top Bar Promotion

Hello,
Is there a way in the Helix framework or SP Page Builder to create a promotional top bar like the one currently promoting the black friday sale here on JoomShaper.com?
I've been trying to figure out a way with custom modules, but having no luck figuring it out.

Possible, and quite easy. But first you have to create a Custom Header, and above header add a new module position (feature or top3), there you can add SPPB Module with Alert addon, or you can use Custom Module with HTML.
