SP Page Builder access is controlled by Joomla user groups and permissions. Normally, editors or publishers should not need full Administrator access, but they must have the proper permissions to access SP Page Builder.
You can check this from System → Global Configuration → Permissions or from the SP Page Builder component permissions. Make sure the user group (Editor/Publisher/Manager) has permission to access the SP Page Builder component and edit pages.
Also note that frontend login modules only allow editing if the user has the required permissions and if frontend editing is enabled. In many cases, editors manage SP Page Builder content from the backend rather than the frontend.
If the manager cannot see SP Page Builder in the backend, it usually means the component access permission is not enabled for that user group.
Please check the user group permissions and adjust them accordingly.
