Is there any way to edit the template.css to be accessible to humans?

It is all in one line.

Your older templates were managable - the new ones are not.

Hello Jeff Honeyager

Please do not edit the default CSS files. If you need to add or modify any CSS, then add it to Template Options -> Custom Code -> Custom CSS. Please follow this documentation to know more about it.
