Mobile Menu Not Working

on fresh joomla and helix installation I have disabled header feature, then manually created layout to display top1, top2, menu etc.. so it is ok but mobile menu (hamburger) does not working while on click it just adds # into url.
please provide solution or confirm bug.

Manually created layout!! You mean to say modules, right?
Please explain in details if possible with some screenshots of the exact problem.

Accepted Answerafter disabling predefined header I have go to layout manager and added positions manually, menu, top1, top2, so it is showing as I expected but not working mobile menu.
