SP Page Bulider Not Working After Migration

SP page bulider not working after migrating from one server to another server. It is showing only one row with content for all pages. For homepage it is showing error "Call to undefined function mb_substr()"

Joomla version - 3.9.24. SP Page Builder Pro - Version: 3.7.8

It is working fine now after we turnoff Cloudflare CDN Rocketloader
