In General some cPanels have already option to install raw Joomla. You can use it. If you want to have empty Joomla in 30 sec. But in most cases, for beginners, we recommend to install QuickStart with demo content inside. BTW You cannot install QS inside an existing Joomla installation.

Template package should be installed in Joomla Admin, here.

But in general, If you start you adventure with Joomla (or any other CMS), I recommend to read / watch video tutorials and maybe take some lessons - so your start will be smoother.
