Offline Page Keeps Looping Back To Coming Soon

I then tried turning off 'coming soon' in template settings, but it remains. I wanted the visitor to see the site in development. I created a user and assigned to a group that should have front end access.

Thank you. It looks like the enabled viewer group I created needed to be nested above public? this is different than the recipe I was following, so this must be a modification you made.
