And about Menu (is also there) - I suppose that you're Joomla beginner lost in Joomla Admin settings, right?

Maybe you should use Quickstart that has already demo data, with menu structure, demo data etc.
Besides We strongly recommend using Templates based on Helix Ultimate, not Helix3 as you did. Please rethink your choice again. Template Educon II is more modern (!) better coded.

I can't install the QuickStart version because I get these messages during the website installation process:

Also you got the wrong question, my problem is the "Cannot add a new Dashboard" page because I can't find it in the add options. Just like the picture #190209

Dashboard (from my screenshot) is only in Administrator area for site owner / webmaster.
There is no Dashboard addon (SPPB) or module.
About installation problems, are you able to install Joomla 5.2 on your server? (package taken from joomla.org)
