By default not fully, but it's possible. You need to find and install 2nd MegaMenu module that you can use in "top1" position. And on "top2" position you have to publish Search module.

And in Header: Logo + Helix default MegaMenu and then add some custom CSS to make it similar.

In big short, that's all.

Here is example taken few minute ago from our forum user website (he is working at it)

as you may see in top1 he has extra menu with submenu items. He used "ARI Ext Menu" (old module for J3 only, but you can find similar for J4 as well)
