I am asking, becuase in QS there is Joomla installer code, we updated only database file.

I downloaded (on 3rd of November) and extracted on my server the livesports quickstart for joomla 4 from your site.

That is where I am getting Joomla Installer 4.2.1

I am dowloading the quickstart file again to see if I will get different joomla version.

Not really, I asked you about clean/raw JOOMLA 4. Are you able to install it?

I managed to sort it out.

I had to reduce my php version from 8.x to 7.x

Yes, PHP 7.x should help.

If you have problems even with clean/raw Joomla , yes it's always a server settings problem.
