Actually, if I get it right, you can do this from your Preset tab of the Template options. There are two alternative options. You can do it from your default preset edit colors or from the custom style option either. Here are two screenshots for your ease:

All the options work apart from one - Menu Dropdown Text Hover Color

Not matter what I change this to, the changes don;t take effect on the front end. The others do.

Is there something else I can check? My site is localhost.

It seems another color is getting prioritized there, maybe the default one or any custom css. Can you show me the active color code area screenshot?

You can try custom CSS either though.
