Not sure what the issue is, but is seems the ability to drag and drop rows to reorder in SP Page Builder 3.8.9 is not working properly. Sometimes you can drag a row up but it cannot be moved back down. After you move one row up, then you cannot move any more. There are javascript errors in the console, not sure if they are related or not.

This happens when using Sp Page Builder in Joomla Articles and regular SPBB pages.
