The Artion Template has No Settings At All?

I'm trying to work with Artion template on my website and tried to edit it, for example I need to change the logo or choose a different preset or change the Layout, but opening the settings I see absolutely no settings! Panel which is usually responsible for settings in other templates, it just does not exist! (see screenshots). How do I edit this template?

Accepted AnswerNow try to reinstall the template, perhaps an error in the installation process. If this fails, how do I transfer administrative access to you so that login and password were not visible to other forum members?
