Hello. I started using in a new project SP Page Builder Version 5.1.3 when adding a Header or a text block, an error occurs on the site page Call to undefined function filter_var()

I can use both the text block and the Heading addons without any error, actually.

Can you try installing the php module "Filter"? As this is a joomla issue, you can kindly check out the solutions provided in the links below:
