Problem With Addons - Structure - Row And Columns

There has been a problem since the beginning of version 5x (e.g. Version 5.1.3) with this add-on. Namely, once you add a line between text blocks (1) and want to add a column (2), it is added at the bottom instead of next to it (3).
Moreover, in the visual editor it is not possible to move the entire created line to another place (4) - this makes editing very difficult (in the 4x editor it was very simple and possible). This addition makes no sense here...
can it be repaired?

Did you mean row with the text "line"? So you want a row between two text block addon? Column nest to what, actually? Can I have a screencast illustrating the whole scenario?

Accepted AnswerI don't want to transfer using layers. I want to add a new line between text or other additions. This is a very necessary feature. Please see the screenshot I sent and log in to the administration.
Moreover, there is a problem when adding 3 or more columns, as I wrote earlier.
