Have you tried settings in Template Options > Basic > Header > Header Height : 70px

Using Custom CSS you can reduce Header Height as well:

#sp-header, #offcanvas-toggler {height: 70px;}
.sp-megamenu-parent > li > a, 
.sp-megamenu-parent > li > span {line-height: 70px;}

Perfect, thank you. The Template option adjusts both rows so I've used that for the height of the top row and the css you just gave me to adjust the height of the 2nd row.
