Menu Not Showing Up With New Template

Hi there
I updated a site from J4 to J5 and I started out by using the Cassiopeia Template but it does not load properly.
So I added the next best choice visualin
In both cases I can't get the menu to load. https://2024.lawnpatrol.ca/

I have the menu module. And the menu in Helix is there. I have tried adding the module to a ton of positions but nothing shows up. The best I have been able to produce is the one you see now at the site.

Additionally I can't seem to take the template off the Cassiopeia as the parent (and it has no settings ability and I see it's no longer on your site as a download)
.. AND I don't know what to do with the JSON settings file. I tried uploading it through the system section but it of course doesn't want that.
If you could help me gain some clarity. I usually use a full predone install but with all the updgrades to J5 coming that won't be workable.
