You can set shipping charge according to the region. It works how you set it in the admin panel. However, I undestand that you want us to calcluate the distance from your shop to the customer location. Then show a shipping charge according to the distance. Unfortunately, we are not in such a position to change our shipping system to this. It will require re-designing the shipping method completely.

Sorry, it is not possible at this moment. I have talked to the development team about it. This will require a lot of work and re-design the shipping system.
