when i try to import them i get something went wrong(log error is in hidden info.
problem is This website uses all the same settings as the rest, and i have no issues creating popups using a pre defined layout on any of the others.
help would be greatly appreciated.

It appears that the user you provided lacks sufficient access rights. First, please ensure that a valid license and email are entered under Page Builder Settings -> Update & License. Then, clear both the Joomla cache and your browser cache, and try again.
If the issue persists, please disable HTTP headers by going to System -> Extensions.
You can also try reinstalling the Joomla core. Just make sure to have a backup before proceeding.

That was it, the license, when i upgraded to the one with easy store i did not realize the license changed(which also took my subscription from being due in jan to this month also.
that parts fixed as i said, and the popup is made, but when clicking to proceed to the page it doesn't do anything, i can see it appends the link with a hashtag at the end.
I have modified the user permissions so you should have acess now.
