I have filled in all the values for SEO in the options of the page but on inspecting the page I can see that none of this is being supplied.
It shows the default Joomla Meta Description set in the Global Configuration and
<meta name="generator" content="Helix Ultimate - The Most Popular Joomla! Template Framework.">
Those are the two tags on the page.
How do I fix issue?

Open Graph = / = Meta Tags
If you want to change OG content (that is used for Social Share mostly) fill those fields
About Meta Description - Joomla can take that content from 3 different areas: Global Configuration, Menu item settings, Page Settings.

Oh, so this is Article, not Page.
However it sounds, but for articles you need to install a separate extension for OG. This from SPPB will not work as you noticed so far. SPPB works only as integration for content area.
