I am looking to build scalable blog section, where users will be allows to login and create own articles and publish. I need categories and filters on the blog. Can you please advise do you have good templates on the blog? with SP Page Builder integrated there?

- This is basic Joomla feature, It was also in Joomla 1.5. So can be done by using Joomla 5.x settings.
- Used template doesn't matter, all you need is extra MODULE that will allows you filter resoluts on the front-end, if you thought about that.
- Over 60+ templates on the list has SPPB inside. Just check some, and visit Blog menu item to check design which one you like the most.
Besides, you can always install EasyBlog component (not ours!) if you need very advanced features/settings. It will work in all Helix Ultimate templates.

I also need the way how this articles are shown... how the blog looks like and how the filtering is working... What categories I should have there.

But it looks very outdated.... I need to have moder look on the blog... - how I Need to do this? should I host separate Joomla and teamples on the blog.datapunkt.io?
Can you please advise which blog will help us more?

Template uses only Joomla core features, also if we can about sorting options of Articles display. Blog Menu item settings

It's a matter of taste, but remember that currently most traffic is from mobile devices. 2nd Better intro photos improve the appearance.

Accepted AnswerNewsberg is mostly for typical NEWS website with photos, and yours site doesn't have so many articles to fill all the gaps.
Maybe think what can be your inspiration, what website you like the most and then we can talk.
and What is your main goal? , to "sell" product/services or inform users about news added from time to time.
