Does this extension allow you to download files containing course information once a student has paid?

Not really. It's for Online courses. As student you don't buy access to files but Course and Lessons (text, images, video) inside. But of course, pdf file can be inside a course as part of lesson.

Let's imagine, that you are building website for Language School. They teach English/Spanish for group of students in rooms (building), but some students prefer online lessons becuase they work whole day or distance is too far, and for them the school owner can create a online lessons. It can be also used to improve language skills after normal lessons etc.
