Error When Enabling Federal Template On Joomla 5.4.3 (local XAMPP Environment)

Dear Support Team, I am attempting to install and enable the Federal template on a Joomla 5.4.3 website. I am using only the template installation package (not the QuickStart package) and performing the installation in a local development environment running XAMPP with PHP 8.2.x. As this is a local setup, I am unfortunately unable to provide administrator access. Upon enabling the template in the Joomla administrator panel, the following error occurs: 0 Failed opening required 'mpp\htdocs\demo82\keralast\templates\federal\html\layouts\joomla\content\tags.php' (include_path='.;C:\php\pear') I have already rebuilt the site from a clean Joomla 4.x installation and installed the Helix Framework plugin, but the same error persists. Could you please assist me in resolving this issue? Thank you in advance for your support.

Thank you for reaching out, and I apologize for any inconvenience caused by this oversight. Please make sure that your Helix Ultimate Framework plugin is enabled. Or try to check same thing on your staging server instead of local server (xampp).

I’m afraid that response does not address the issue at hand.
For clarity, here is the current situation and what is needed to move forward:
The Helix Framework plugin is installed, enabled, and updated to the latest version. The site has been migrated from Joomla 3 (latest) to Joomla 4 (latest) and then to Joomla 5 (latest). SP Page Builder has been used throughout and updated to the latest compatible version for each Joomla release. All SP Page Builder pages function correctly until the Federal template is enabled. When the Federal template is enabled, some SP Page Builder pages stop working, and at least one page (the homepage) reports the error described above. The break of those pages stops if i return to deafult Joomla template Cassiopia Please provide guidance on how to resolve this issue.
