The issue is happening because you're using Menu Heading items for the parent menu. Menu Heading doesn't generate a URL, so the mobile menu can't recognize it as a dropdown trigger.

Instead, create the parent items as System URL menu items and set the URL to #.

That does not work, I think there may be an issue elsewhere, I tested this in a number of different browsers if you can recheck. I put it in correctly:
