not exactly. Flags are visible only in larger resolutions. So, with hambourger menu there are no flags shown next to logo...

Sorry, it is not possible to show on the offcanvas position. You can show it beside the logo. You have to take a different position for Language Switcher module. Take a custom header and arrange the layout logo + menu + language switcher. The menu will move to the offcancas on mobile and language switcher will be beside the logo. Please follow this documentation for creating a custom header.
