Please disable the mod_security from your hosting server or disable the rocket loader from your CloudFlare service. Thanks

We are running joomla on Debian virtual machine on proxmox. It is dedicated server with public IP. We don’t have mod_security installed at all. I have full root privileges on that server.

Your server blocked to load the resource of page builder. That's why occurred the problem.
