Preset MIME Type Error

No matter what preset I use I am getting "..../css/presets/%7B” was blocked due to MIME type (“text/html”) mismatch (X-Content-Type-Options: nosniff)". That "%7B" baffles me, which happens no matter which preset I choose.

There are also routing issues - menu links (especially the blog) don't show in Konstra but they do in bare metal Helix Ultimate and Protostar.

Joomla 3.10.5, PHP 7.4.27 (also, 8.0.15)

Before I do that, since the quickstart works, I'm going to first put it on a localhost, and replace content, categories, and related tables with imported data. (I'm not sure what to screencast anyway - the empty template cannot find the presets, a routing error that may be caused by the fact that it is running in a subdomain...maybe?)

Anyway, let me try the database swap with the quickstart first. (link below)

Only to show that the quickstart works fine - so my plan is to replace the content in it with my own via phpmyadmin. If it works, you can deal with more important things.

Replacing five tables via phpmyadmin worked. The quickstart now has my content loaded and I can finish the site.
