Joomla 3.9.10 Menu 404 Errors

Since upgrading to Joomla version 3.9.10, I am unable to access the following menus:
Users > Manage Users > Groups Users > Access Levels Users > User Notes Users > Mass Mail Users Extensions > Templates
Please refer to the screenshot for the error message received while selecting the menus above: https://postimg.cc/CRJQD5pZ
Any assistance would be appreciated.

but you should have Joomla 3.10.11 (Aug 2022) not Joomla 3.9.10 (from 2019!!)

Accepted AnswerThank you Paul - appreciate your quick reply. This was my thought as well; however, I have been experiencing errors while installalling Joomla 3.10.11. The error says : "could not open archive part file ...". Is this a common issue? Once I overcome the installation issues, I'll check on Joomla functionality again and update my post.

In Joomla you can update Core also by overriding all files with Joomla update package. Then you have to update CMS database.
