Different Views Not Showing Correctly

I'm having trouble with my header showing correctly in all the different views from desktop to mobile. Also showing the same between andriod and ios.

How can I just get everything to resisze and stay in its place across the board?

Please help Thank you

I've been trying to resolve the issue by making different headers for each view. Desktop, Tablet and mobile. But for the tablet and mobile when I go from landscape to portrait it still does fall right and also when I go back and forth for andriod and ios. Also mac and pc desktop is not right on mac.
