SP Pagebuilder 4 - Form Builder - Message Not Sent To User

I'm using the SP Pagebuilder 4 with the Form builder
When using the form, the mail is sent to the recipient, but there is no mail sent to the form user.
When viewing the recipient's mail, in the header is stated that the mail is sent to recipient but also to form user
Why the Form user isn't getting the mail, checked also spam but nothing there
