Hide On Desktop Or Mobile

Hello, can anyone tell me how to select a row that has been set to 'Hidden on Desktop' to unhide it?
Also, how are you supposed to work on the hidden row as admin? Is there anyway to keep it visible on all platforms when in edit mode and only hide when not?

There are two ways to access it. You can access it via Layers. Please follow this documentation to locate it. You can unhide it from the Layers panel. Then do your necessary modifications and hide it again.
Or you can change your editing viewport by selecting the upper panel.
For example, select tablet view and the section will be shown (assumed that it is not hidden for tablet device). Then you can do your edit on that section.
