It turned out to be an issue with the extension "stageit." On the staging site, the API keys will not show nor save. However, they work on the live site. Overwriting with the staged copy does not remove the API keys on the live site. I had assumed that the staged copy was a complete mirror of the live site, but certain settings are not duplicated.
