Typical menu yes, but not MegaMenu.

So this kind od menu is possible, and quite easy to make in 3 minutes.

In general you have to publish Menu module in top2 position. And of course, then customize appearance (styles) a little bit.

To have "dropdown menu" it request using extra installed Menu module. I am not sure if default menu module can do that just like that even with extra bootstrap classes.

Hi. You don't need 2 mega menus for this, add 3 tabs and configure them accordingly by adding the appropriate modules to each. This is what it looks like on that page.
