Do you have Joomla 5.2.4 there? If yes, probably during last Joomla update template options were temporray "cut off".

if you cannot enable that option (on/off) anymore edit that file (options.xml) from template folder, and edit that part

focus on line with default="0" and remove 0 (zero) from it, and keep default="" or put 1 inside.
