Go to Template Options > Advanced (tab) > SCSS (tab) > Compile SCSS to CSS: Off (must be grey) > Close & Save

Try to enable the same again. Sometimes it's like with computer Off-On to make it work.

Or Import Template settings from file.

Of course. Template package is blank layout, Only QS include all demo data. The same rule was/is for all templates in Joomla (3/4/5/6).

In WordPress it may looks different depending of package. If you are more experienced with that CMS.
