I can´t see the "top3 position" on my template:

I don´t know how I can include the new position, I've created a new "layout" with top 1 / top 2 and top 3, but I get a new row under the logo and the menu.

Actually I had given you the module position related doc. Yes, custom header creation is different in this new version.

The module position creation process is the same as described here for Helix Ultimate too.
The pach of the templateDetails.xml file is:
\templates\shaper_helixultimate
And you will also be able to know which positions already exists there.

I understand how work the layout system, my problem is that in layout area I don´t have the "top Bar" neither the "header"
