The header part was designed exclusively using Helix Ultimate's built-in features and modules.

The bottom section of the template design (from Quickstart) was built using 6 module positions with modules inside:

The footer area with the copyright note can be edited from the template settings. You can find the settings from Joomla Dashboard > Extensions > Site Template Styles > shaper_waynecorp - Default > Template Options > Basics > Footer.

The text "Designed by..." can be changed from the footer2 module. Instead of that module, you can use a custom module as well.
