The header part was designed using Helix Ultimate features and modules.

The bottom section of template design (from Quickstart) was built using 6 module positions with modules inside:

Footer area with copyright note was based on template settings feature. 

And text "Designed by ...." can be changed from module "footer2" type: SP Page Builder published on "footer2" position. Instead of that module, you can use a custom module as well.
