JInstaller: :Install: Can't Find Joomla XML Setup File.

When trying to install any of your template Quickstart packages into my new Joomla 4 installation, I get this mesage. JInstaller: :Install: Can't find Joomla XML setup file.

How can I fix this?

The quickstart pack can not be installed within the existing Joomla environment. Here is the difference between Quickstart vs template pack:
