Offline Image Not Displaying

Using the Delacroy template, fresh install from quickstart.
I have set my Joomla offline status to Yes. The coming soon is No.
I have added an image on the Joomla offline image section, but it is not appearing when my site is offline. I have cleared browser and joomla cache.
I have renamed the templates\delacroy\offline.php file So the current Joomla offline.php is being used, still no image appearing though.

Can someone advise.

My clients cannot be expected to change PHP code in their website.

I'm unable to provide access to the Joomla administrator area. Plus, I am experiencing this issue on multiple sites that use Joomshaper templates.
Can you fix the core issue and release a patch, as this would solve the issue globally.
